STATEWIDE PETITION FOR JUSTICE FOR RACHEL & ACCOUNTABILITY IN MICHIGAN FAMILY COURTS

To the Michigan Legislature, Governor Gretchen Whitmer, the Michigan Supreme Court, and the State Court Administrative Office:

We, the undersigned citizens of Michigan and supporters across the country, urgently call for immediate review, intervention, and reform in the handling of Case No. 14-11609-DS involving Rachel Hollier and her daughter.

This case represents a profound failure of Michigan’s family-court system — a system that should protect children and families, not punish parents for acting in good faith.

Rachel followed the system ‘process’ since day one.
She took her daughter to required appointments.
She remained accessible, filed motions properly, and attempted to work within the law.

When her daughter experienced a documented panic and fear during a court-ordered exchange, Rachel called the police for help and documentation. Officers witnessed the child’s distress and determined that forcing the exchange would cause further trauma.

Despite this, the court responded not with protection — but with punishment.

Judge Matthew DeLange issued a bench warrant for Rachel’s arrest, escalated the case to criminal charges, and pursued enforcement before reviewing the police documentation, sworn affidavits, or the underlying safety concerns.
A criminal charge was eventually signed by a different judge after an initial judge declined jurisdiction, raising serious concerns about forum shopping and misuse of judicial authority.

Rachel was jailed.
Her daughter was left terrified.
And a Michigan family was shattered by a system that failed to listen.

We Demand Action.

This petition calls for:

1. Immediate Administrative Review of Rachel Hollier’s Case

By the Michigan Supreme Court and the State Court Administrative Office, including the actions of Judge Matthew DeLange and the handling of all related enforcement orders and criminal referrals.

2. Statewide Oversight of Michigan Family Courts

Including stricter policies for judicial conduct, ethical compliance, and safeguards to prevent retaliation, bias, and misuse of contempt and criminal referrals.

3. Mandatory Accountability Measures for Family-Court Judges

Including public reporting, disciplinary review structures, and standardized procedures for handling child-safety disclosures, police reports, and therapist misconduct.

4. Legislative Hearings on Family-Court Reform

To investigate systemic issues statewide, including the treatment of protective parents, transparency failures, excessive attorney billing practices, and the lack of independent oversight.

5. Protection for Michigan Children and Families

Ensuring that no child’s safety concerns are ignored, no parent is criminalized for seeking help, and no judge is allowed to operate without accountability.

Why We Stand with Rachel

Rachel’s case is the spark — but it is not the only one.
Her experience reflects a growing crisis in Michigan where:

  • Protective parents are punished.

  • Children’s voices are ignored.

  • Judges face no oversight.

  • GALs and therapists act without accountability.

  • Families are financially drained by endless legal battles.

This must end.
Michigan families deserve better.

We call on Michigan’s leaders to:

  • Intervene in Rachel’s case immediately.

  • Initiate a full review of judicial actions taken.

  • Launch statewide reforms to restore trust in the family-court system.

We sign this petition in solidarity with Rachel, her daughter, and every Michigan family who has suffered under a system that has forgotten its purpose.

Rachel should not have to fight this battle alone — and she should not have to walk into a courtroom without legal representation while facing a system that has already failed her and her daughter.
